Senior Associate/ Associate (Performance & Evaluation)
Job Description
What the role is:
The Performance & Evaluation (P&E) directorate is looking for dynamic and motivated team members to support MOF in delivering better value and accountability for public spending and outcomes.
P&E achieves this through three key strategies:
- Strengthening evaluation capabilities and structures
- Promoting effective performance reporting and monitoring
- Nurturing good governance
What you will be working on:
(i) Policy and planning: Formulate and implement programme evaluation policies to advance the achievement of strategic outcomes, cost-effectiveness and resource sustainability in public sector spending. This will involve partnering public sector stakeholders to design appropriate evaluation and funding interventions for a diverse range of public organisations, programmes and projects.
(ii) Programme reviews: Work with public agencies to scope and conduct programme and project evaluations to strengthen programme design and cost effectiveness. This will involve:
- Determining suitable performance indicators, data collection plans and evaluation methods
- Using relevant tools such as the Theory of Change or data analytics to draw out pertinent insights
- Formulating recommendations to senior management, programme andyayari policy owners
(iii) Performance reporting and audit governance: Facilitate effective performance reporting and drive efforts to monitor and address governance related issues across the public sector to enhance public accountability. This will involve:
- Enhancing whole-of-government management reporting on national priorities
- Coordinating the publication of whole-of-government public reporting on citizen and business outcomes
- Facilitating public sector efforts to enhance structures and processes to address systemic audit issues
What we are looking for:
- A background in economics, data handling, finance/accounting, programme/project planning, performance reporting and/or programme evaluation will be an advantage.
- Demonstrate good analytical thinking, being able to analyse different complex issues from a strategic perspective, anticipate challenges, and recommend actionable solutions.
- Possess strong written and verbal communication skills to engage and maintain partnerships with internal and external stakeholders across all levels of seniority.
- Self-driven and committed, with a positive attitude and work ethic.
